What ᄃ means
It is a narrow compatibility form of ㄷ. ᄃ is a standalone Hangul jamo, the name for a Korean letter component. Its compatibility mapping is ㄷ; the related leading-jamo form ᄃ has a different role in building syllables.
The encoding lineage reaches back to 1974, when South Korea's KS C 5601 defined a 7-bit N-byte Hangul scheme that assigned 51 jamo to ASCII positions. This let early systems handle individual Korean letter pieces within tight input, storage, and exchange limits. The later halfwidth set is associated with 7-bit jamo annexes from 1987 onward, keeping narrow forms available for mixed-width text.
A 2017 Unicode proposal also notes a near-identical set in the Xerox Character Code Standard, while saying the exact source is unsettled. The history points to a standards lineage rather than a known single inventor. Modern Korean text generally uses composed syllables or other jamo forms; ᄃ remains for compatibility with older data.
Use ᄃ for legacy compatibility
For ordinary Korean writing, use ㄷ or a composed syllable. Halfwidth jamo are compatibility characters: they preserve older text conventions but are not needed to represent modern Korean.
Font coverage can change what you see. A 2017 Unicode proposal reports that many Korean fonts omit halfwidth jamo. Adobe's Source Han Sans 2.000 mapped these code points to Hangul Compatibility Jamo glyphs in 2018, so ᄃ could appear fullwidth or as a missing-glyph box while the text still held the halfwidth character.
A 2017 Unicode proposal also reported that Korean input methods had no direct way to enter halfwidth jamo. Standard Korean input produces forms such as ㄷ or composed syllables, so an exact ᄃ usually requires a Unicode code-point picker or another character-entry tool.

1Questions people ask
1why does ᄃ look different in my font?
Font support varies. A 2017 Unicode proposal reports that many Korean fonts omit halfwidth jamo, so fallback can show a fullwidth compatibility glyph or a missing-glyph box.

A visible symbol can contain several code points. JS .length counts UTF-16 units; UTF-8 counts bytes.
