What ᄄ means
A standard Korean keyboard does not produce ᄄ. It normally types ㄸ or builds a complete Korean syllable. Try a character map or Unicode picker and look for the character by its name; the available commands depend on the tool.
What does ᄄ represent?
It represents the Korean consonant ㄸ in a halfwidth form. ㄸ is the tense “tt” consonant in modern Korean. It belongs to Hangul, the Korean writing system: the first surviving record of its 28-letter system dates to 1443, and the explanatory book Hunminjeongeum appeared in 1446. Hangul was designed to make writing Korean accessible to people who found Chinese-character writing difficult.
The halfwidth form is a computer-era compatibility design for East Asian text mixing one-cell and two-cell characters. A Unicode proposal tentatively traces its arrangement to Annex 4 of KS C 5601 / KS X 1001 in 1987. This is a legacy representation of the Korean letter, not a new letter or a separate meaning.
Technical or archival: in Korean text, it signals a legacy width or encoding need.
Do not substitute ㄷ: that changes the consonant.

2Can ᄄ form a Korean syllable?
No. This halfwidth compatibility character does not join other jamo; software can convert compatibility text to conjoining jamo as a separate step.
Why does ᄄ show as a box?
It may be a font coverage issue. A Unicode proposal in 2017 reported that many Korean fonts lacked halfwidth-jamo coverage, so a missing-glyph box alone does not mean the text is corrupt.
