What 뽍 means
It is one Korean syllable; context gives it a role.
The block combines three Hangul letters, called jamo: ㅃ as the initial consonant, ㅗ as the vowel, and ㄾ as the final consonant. Hangul groups jamo into one block for each written syllable.
Hangul was created in 1443 as an alphabet for writing Korean; its explanatory book, Hunminjeongeum, described the system in 1446. Those dates belong to the writing system, not to the first appearance of this exact syllable.
How do I type 뽍?
Enable Korean input; the IME assembles the jamo as you type.
With Korean input enabled on a computer or phone, type ㅃ, then ㅗ, then ㄾ. The input method editor (IME) arranges them into a syllable block as you type.
Unicode also represents the same syllable as separate conjoining jamo, 뽋. Fonts may arrange those pieces differently from the precomposed block 뽍; the syllable is the same.
