What 뿌 means
Use a Korean IME: press ShiftQ, then N. ShiftQ supplies ㅃ, N supplies ㅜ, and the IME composes them into 뿌. If you see QN, switch the keyboard to Korean input first.
뿌 belongs to the jamo family ㅃ ㅜ, not to picture symbols. Unicode can store it as one precomposed block or as decomposed jamo; if normalization exposes 뿌, the representation changed, not the intended syllable.
