What 뺙 means
It is a Hangul syllable, not a complete message. The Korean syllable block combines initial consonant ㅃ, vowel ㅑ, and final consonant ㄱ; the surrounding word or sentence gives it meaning.
Hangul's earliest cited record is from 1443. The explanatory book Hunminjeongeum was published in 1446. Hangul was developed to make Korean easier to write and learn than through Chinese characters.
Someone sent me 뺙—what should I read?
One bare syllable says little about the sender's mood. In a North Korean children's story from 1958, 뺙—뺙— is a chick's call. Repetition and dashes make it a sound effect in that scene; they do not establish a general chat meaning.

1Why does 뺙 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
