What 첋 means
It combines a leading consonant, a vowel and a final consonant cluster. Hangul builds blocks from jamo, its letters: ᄎ is the leading consonant, ᅤ the vowel, and ᆶ the final cluster.
Hangul was created in 1443; Hunminjeongeum, a guide to the script, explained its design in 1446. 첋 is a combination in that system, not a separately invented sign. Fonts can draw the block differently without changing its character identity.
