What 떪 means
It is a Hangul syllable block, not a standalone chat symbol.
In Korean, 떪 combines the initial consonant ㄸ, the vowel ㅓ, and the final consonant cluster ㄻ. It is a spelling unit, so the surrounding word supplies its meaning.
The Sejong Sillok, the royal annals of King Sejong, records Hunminjeongeum in 1443; an explanatory book followed in 1446. Hangul was created to make Korean easier to write than the Chinese-character-based methods then in use, and later appeared in religious, scholarly, practical, and literary writing.
Is 떪 the same as 떫?
No. The final consonant cluster differs.
떪 ends in ㄻ; 떫 ends in ㄼ. The second form appears in 떫다, the Korean word for an astringent taste. The spellings are different, so they are not interchangeable.
How do I type 떪?
On a Korean 2-set keyboard, press ShiftE, J, F, A.
The input method combines those keystrokes into one syllable block: ㄸ ㅓ ㄹ ㅁ.
The same text can be stored as a precomposed syllable or as conjoining jamo. NFC combines the jamo; NFD represents them separately. App and font support for decomposed Hangul varies, so the parts may display separately.
Use it as Korean spelling inside a word; by itself, it has no standard chat reaction.
For the Korean word meaning an astringent taste, use 떫다; 떪 is a different spelling.

2Is 떪 an emoji?
No. It is a text character, so its appearance comes from a font rather than emoji artwork.
Can font rendering change 떪?
Fonts can draw the same syllable in different styles without changing its text. If the jamo are stored separately, limited app or font support may also show the parts separately.
