What 뚰 means
Enter ㄸ, then ㅜ, then ㅆ in a Korean IME. An IME (input method) combines jamo—the Korean letters used to build syllables—into one block. If the pieces stay separate, check whether the input method is composing a syllable. NFC, Unicode's composed text form, can combine a valid decomposed Hangul sequence; font support affects how that sequence appears.
Where did Hangul's syllable system come from?
Hangul syllables combine Korean letters into compact blocks. The script was created in 1443, and the explanatory book Hunminjeongeum was published in 1446. Korean differs from Chinese, so adapting Chinese characters to write Korean was difficult for many learners; the new letters could be arranged into syllable blocks.
Hangul spread through teaching, religious and practical books, and everyday writing. It became Korea's national script in 1894, lost that status during Japanese rule in 1910, and regained it after 1945. These are milestones in the writing system's history, not separate meanings of 뚰.
Neutral as Korean text; by itself, it does not signal a mood.
Do not send it alone expecting a joke, approval, or emotional reply.

1Why does 뚰 show as separate letters?
It can still be the same syllable, stored as separate Hangul letters. Unicode supports both one precomposed block and a decomposed sequence; NFC, its composed text form, can combine a valid sequence, while font support affects how the parts are placed.
