What 뛫 means
It is a Korean text character, not an emoji. The block represents one syllable unit in Hangul, the writing system for Korean; by itself, it does not give you a complete word or sentence. Read it with the surrounding Korean text, or ask the sender what they intended if it arrived alone.
Hangul was devised to represent Korean speech. A text called Hunminjeongeum records the writing system in 1443; an explanatory book followed in 1446. Its letters, called jamo, combine into syllable blocks. In 뛫, ㄸ is the initial consonant, ㅞ the vowel, and ㅊ the final consonant.
How do I type 뛫 on a Korean keyboard?
Use a two-set Korean input method to enter its component letters. A Korean input method combines keystrokes into Hangul; on the standard two-set layout, press Shift+E, N, P, C in that order to produce 뛫.
A Latin keyboard has no dedicated key for the whole block. The Korean input method composes it from jamo.
Neutral as Hangul text; opaque when sent by itself.
Don't treat a lone block as a reaction; ask what the sender meant.

1Why does 뛫 look different in fonts?
Fonts can draw the component letters with different shapes, sizes, or placement. Those changes affect the block's appearance, not which character it is.
