What 뗼 means

On the Korean 2-set layout, press ShiftE, P, then F. The input method joins the initial consonant ᄄ, vowel ᅨ, and final consonant ᆯ into one Hangul syllable block.

Hangul was devised to write Korean speech with an alphabet. Chinese characters were also used in Korean writing; Hangul groups its letters into blocks, one syllable at a time.

1

Why does 뗼 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
