뚗 is a Korean syllable, not a standalone word with a settled everyday meaning. In ordinary text, its role comes from the Korean word that contains it.

What 뚗 means

The block represents one syllable built from three Korean letters. They are jamo: ㄸ ㅛ ㅊ. Fonts may arrange them differently inside the square without changing the text.

Hangul was made under King Sejong to make Korean easier to write than with Chinese characters. A record from late December 1443 describes 28 letters; the explanatory book Hunminjeongeum was completed in September 1446. Earlier Idu, Gugyeol, and Hyangchal adapted Chinese characters for Korean.
