What 돆 means
By itself, 돆 is a syllable block, not a word.
It joins ㄷ, ㅗ and final ㄲ: two consonants around a vowel. Together they make one written syllable that contributes to the sound of the Korean word around it.
Why was Hangul made?
Hangul gave Korean a more direct way to be written.
Before Hangul, systems such as Idu, Gugyeol and Hyangchal adapted Chinese characters to write Korean words, sounds or grammar. Hangul was created in 1443, and its design was explained in 1446. Over time, people used it for religious, practical, legal and educational writing across social classes.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
