What 돧 means
It spells one Korean syllable. Hangul puts an opening consonant, a vowel, and an optional closing consonant into one block. Here they are ㄷ, ㅘ, and ㄷ.
Why was Hangul created?
Hangul was designed to make Korean writing easier to learn. Named 훈민정음 in 1443, it was explained in a book of the same name in 1446. Earlier Korean writing used Chinese characters and adapted methods called Idu (이두), Gugyeol (구결), and Hyangchal (향찰); Hangul became the country's official script in 1894.
