What 엎 means
It is one Korean syllable, not a whole word.
엎다 and 엎어지다 are full words; 엎다 can mean turning or spilling an object, toppling someone, scrapping a plan or government, or overturning an argument. Context picks the sense.
Hangul groups letters into syllable blocks: ㅇ + ㅓ + final ㅍ make 엎. Hangul was announced in 1443 and explained in 1446.
