What 꼥 means
꼥 is a Hangul syllable, not a complete message on its own. Hangul is the Korean alphabet; its letters, called jamo, combine into syllable blocks. 꼥 joins ᄁ ᅨ ᆼ, and Unicode can represent the same syllable as those three jamo. In a message, the surrounding Korean words tell you its role.
The 1448 Dongguk jeongun, a dictionary of Korean readings for Chinese characters, lists 꼥 for 偈 and 碣. This is a syllable sound written in Hangul; the earlier text Hunminjeongeum describes this sound-based writing system.

Questions people ask
1Why does 꼥 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
