What 휠 means
It is a Hangul syllable used as the Korean word for “wheel.”
휠 is borrowed from English “wheel.” It appears in terms such as 스티어링 휠 (“steering wheel”) and 휠체어 (“wheelchair”). Korean also uses 바퀴 for an ordinary wheel; the compound tells you which kind or use is meant.
Hangul was created to write Korean speech; its creation is recorded in 1443. The 1446 guidebook Hunminjeongeum explains the script’s purpose and how its letters form syllables. The name Hangeul appears in records from the early 1910s and spread widely in 1928. Those dates belong to the script, not the first use of the word 휠.
How do I type 휠?
With a Korean IME active, enter ㅎ ㅜ ㅣ ㄹ.
An input method editor (IME) assembles those Korean letters as you type; ㅜ ㅣ combine into the vowel ㅟ.
휠 is the decomposed form, written with three conjoining jamo—Hangul letters that join within syllables. Unicode treats it as equivalent to 휠; software may split or recombine the two representations.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
