What 쭾 means
With Korean 2-set input enabled, press ShiftW, N, J, then V. ShiftW enters ㅉ; N and J combine into ㅝ; V adds final ㅍ. The Korean input method (IME) assembles those keystrokes into one syllable block.
What does 쭾 mean?
By itself, 쭾 gives you a syllable, not a complete word meaning. Its three jamo, or letter components, are ㅉ ㅝ ㅍ: opening consonant, vowel, and closing consonant. The Korean word or sentence around it supplies its lexical role.
Hangul's documented history starts with the writing system, not this single syllable. A record from Korea's Joseon dynasty says King Sejong created 28 letters in lunar December 1443. Hunminjeongeum, a book explaining the new writing system, was completed in 1446. Hangul was designed to represent Korean speech more directly than Chinese characters and help people learn pronunciation.
Hangul began as a court-backed phonetic system used alongside Hanja, Chinese characters also used in Korean writing, and later became the basis of modern Korean spelling and publishing. The Unicode Standard 12.1 (2019) gives Hangul as the South Korean name for the script and Chosŏn'gŭl (조선글) as the North Korean name.
It is neutral as a character; the Korean wording around it supplies the tone.

Questions people ask
1Why does 쭾 look different in different fonts?
The Unicode Standard says a font can vary the placement, shape, and size of the components inside a Hangul block. Those differences in drawing do not change the character.
