What 쯓 means
ᄍ starts the block, ᅲ is its vowel, and ᇂ ends it.
How did Hangul spelling develop?
The spelling of tense consonants changed over time. Hangul was created in 1443 to write Korean; the 1446 book Hunminjeongeum explains its design. In the mid-15th century, tense consonants had doubled-letter or cluster spellings. From the late 15th through the 19th century, ㅅ-based clusters were used; doubled letters such as ㅉ entered standard systems in the 20th century.
Middle Korean, an earlier stage, had nouns ending in ㅎ; many lost that ending in Modern Korean. This helps explain ᇂ as the block's final consonant.

Questions people ask
1Why does 쯓 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
