What 좬 means
It contributes one Korean syllable; the word supplies its meaning.
The block combines the Korean consonant ㅈ, vowel ㅙ, and final consonant ㄴ. By itself it gives you a syllable, not a complete English translation; read the surrounding Korean word to understand its meaning.
Why was the Korean writing system created?
To write Korean speech with a script suited to it.
The new writing system was introduced as Hunminjeongeum. The Sejong Sillok, a royal chronicle of King Sejong, first refers to it in 1443; an explanatory book with that name was published in 1446.
Its preface says Korean speech in Joseon did not fit the Chinese writing used around it. Hangul later appeared in translated Buddhist books and movable metal type, where reusable metal letters were arranged for printing.
How to type 좬?
Enter ㅈ, then ㅙ, then ㄴ in a Korean input method.
A Korean input method composes the starting consonant ㅈ, vowel ㅙ, and final consonant ㄴ into 좬.
Typing ㅈㅙㄴ as separate letters without a Korean input method may leave them apart. Unicode can also store the same syllable as individual Hangul letters, called jamo, instead of one precomposed block; applications differ in how that form appears.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
