What 넲 means
It spells a Korean syllable, not a standalone word. The block contains ㄴ as its initial consonant, ㅔ as its vowel, and ㄿ as its final consonant cluster. These Hangul building-block letters are called jamo; the larger Korean word supplies meaning.
A 2015 discussion of Hangul type design notes that fonts can shift jamo spacing and placement inside the block.
Hangul was designed to write Korean
Hangul was made to write Korean speech. Its creation was announced in 1443, and an explanatory book followed in 1446. Before Hangul, Korean writing used Hanja, the Chinese-character system; Hangul syllables instead combine letters.
The spelling Hangeul appears in records from the early 1910s and was widely used by 1928.
