What 팔 means
The Korean words around it decide the sense.
팔고 and 팔아 are forms of 팔다 (“to sell”); 팔 is the verb stem. 여덟 is the native Korean word for eight; 팔월 means August.
An older Middle Korean spelling of 팔 meaning “arm,” ᄇᆞᆶ, appears in 훈민정음 해례, a guide to Hangul published in 1446. Hangul was devised in 1443 and promulgated in 1446 to help write Korean without Chinese characters.
Neutral Korean writing; by itself, 팔 can mean “arm” or “eight.”

1Why does 팔 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
