What 펾 means
It is a single Hangul syllable block built from three letters.
In Unicode’s breakdown, ᄑ is its initial consonant, ᅧ its vowel, and ᆱ its final consonant cluster. Their familiar standalone forms are ㅍ, ㅕ, and ㄻ. That is the character’s structure, not a word definition.
Why was Hangul created?
To give people an easier way to write Korean.
King Sejong, ruler of Joseon, completed Hangul in 1443; the Hunminjeongeum of 1446 introduced and explained the script, including how its letters combine into syllables. Its title means “Correct Sounds to Teach the People.” It offered a more accessible way to write Korean than relying on Chinese characters.
