What does 락 mean?

Its meaning depends on the word around it.

Hanja are Chinese characters used in Korean vocabulary. In 오락, the Hanja 樂 has the pleasure-related reading 락; 오락 means entertainment. The same Hanja is read 악 in 음악 (“music”), so 락 itself does not mean music.

Hangul was created in 1443 to write Korean speech with its own letters, arranged into syllable blocks. Hunminjeongeum, an explanatory text about the new writing system, followed in 1446. A 2015 comparison by the National Institute of Korean Language records South Korean 낙원 and North Korean 락원.
