What 룡 means
It is the non-initial Hangul reading of 龍, “dragon.”
Sino-Korean means a Korean reading of a Chinese character, written here in Hangul, the Korean alphabet. South Korean spelling writes that reading as 용 at the start of a word but keeps 룡 inside one: 청룡 and 공룡 are standard examples. North Korean standard writing keeps word-initial ㄹ, so the same reading can start a word as 룡.
The earliest evidence located for this reading is the Middle Korean form 료ᇰ in Gugeupgan'ibang (1489), followed by Hunmong Jahoe (1527). Hanja 龍, the Chinese character used in Korean, is the older source; Hangul simply gives its Korean reading a block, rather than creating a separate dragon emblem.
Why is 룡 written as 용 sometimes?
South Korean initial-sound rules change the first syllable.
South Korean orthography writes 龍 as 용 at the start of words such as 용왕 and 용궁. After another syllable, the written form is 룡: 청룡, 공룡, and 쌍룡. The National Institute of Korean Language gives 쌍룡 with the pronunciation [쌍뇽], where the sound shifts after the final consonant.
That spelling belongs to a longer cultural trail. Archaeological research places the first dragon motifs found in Korea after Han commanderies were established in the 2nd century BCE; later dragon imagery marked elite and royal power and entered protective Buddhist traditions. These are meanings of the 龍 tradition, not extra meanings of the Hangul block.
What does 룡 mean when sent alone?
Treat it as a spelling clue, not an emoji reaction.
If someone sends only 룡, read it as a spelling clue and ask for the surrounding word. In South Korean text it may be the internal syllable of a compound or name; in North Korean text it may be the ordinary initial form. Copy it from the palette above if you need to quote that exact spelling.
Technical and orthographic: in South Korean text, 룡 marks a non-initial form; in North Korean standard writing, it can begin a word.
At the start of an ordinary South Korean word, 룡 can look like North Korean-style or nonstandard spelling.

It can be. Personal names may preserve a chosen or traditional spelling, so check the person’s own form instead of normalizing it to 용.
