What 샐 means
The full Korean word supplies the meaning; 샐 alone is only a fragment.
Korean verbs change form to fit their sentence. 샐 is one form of 새다, used when liquid or money leaks and when light, sound, or a secret gets out. In 샐러드, it is the first syllable of a Korean loanword for salad.
Why does Hangul use syllable blocks?
Each block groups the letters that make one Korean syllable.
Hangul, the Korean alphabet, was developed to make Korean easier to read and write: Chinese characters then used in Korea did not fit Korean speech well. The script’s creation is recorded in 1443; Hunminjeongeum, a book explaining the new alphabet, was published in 1446.
샐 combines three Hangul letters, called jamo: ㅅ at the start, ㅐ as the vowel, and ㄹ at the end. Korean input composes them as you type. Unicode can store the syllable as one precomposed block or an equivalent jamo sequence; fonts may draw and place the parts differently without changing the syllable.
Neutral inside Korean words and sentences; it has no fixed social tone by itself.

1Why does 샐 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
