What 쌗 means
It is a Hangul syllable, not a complete message.
Hangul builds syllable blocks from jamo, its letters. The Unicode decomposition of 쌗 is ᄊ ᅢ ᆪ: a leading consonant, a vowel, and a trailing consonant cluster. The final ᆪ represents ㄱㅅ; it is part of the spelling, not a decorative mark.
Hangul’s block layout was established with the 1446 promulgation of Hunminjeongeum, the text that introduced the script. Proposals to write letters in lines during the 19th and 20th centuries did not displace the block layout used in both North and South Korea.
How do I type 쌗?
On a standard 2-beolsik keyboard, press ShiftT, O, R, T.
With Korean input active, ShiftT enters ㅆ; O, R, and T enter ㅐ, ㄱ, and ㅅ. The input method combines the last two consonants into final ㄳ. Phone keyboards and 3-beolsik layouts may use different keys.
Unicode can store 쌗 as one precomposed syllable or as the decomposed jamo sequence 쌗. A Hangul font can display either representation as one syllable block, even though the stored text differs.
Neutral as Korean spelling; alone, it leaves the intended word unclear.
By itself, 쌗 does not tell the reader which Korean word you meant.

Questions people ask
2Why can the same Hangul syllable have different underlying text?
It can. Unicode may store a precomposed syllable or a decomposed jamo sequence; a font that supports Hangul composition can display either as one block.
Is 쌗 an emoji?
No. It is a Hangul text character.
