What 씇 means
By itself, 씇 gives you a syllable, not a translation.
The components of 씇 are three Hangul jamo, or Korean letters: initial ㅆ, vowel ㅡ, and final ᆾ, the final-position counterpart of ㅊ. Hangul groups letters into blocks to write Korean syllables, so those parts appear together as one block.
The history belongs to Hangul, the Korean writing system, rather than to this one block. Hangul was made to write Korean speech with letters placed at the start, middle, and end of a syllable. The explanatory book Hunminjeongeum was first mentioned in 1443 and published in 1446. After the 1894 Gabo Reform, the script was commonly called gukmun or gukseo; Hangeul became widely used as its name after 1928.
What if someone sends 씇 alone?
Treat a lone 씇 as a Korean syllable or fragment.
The block alone cannot tell you why it was sent. It may be a piece of Korean text or the character being discussed; the rest of the conversation supplies that context.
How do I type 씇?
With a Korean IME, type ㅆ, ㅡ, then ㅊ.
With a Korean keyboard layout and input method editor (IME) enabled, enter ㅆ, then ㅡ, then ㅊ; the IME joins them into the block 씇.
Some software represents the same syllable as the conjoining-jamo sequence 씇. Unicode normalization form C (NFC) composes that sequence into 씇. A font or text shaper that does not assemble Hangul jamo may show the parts separately.
Neutral inside Korean text; alone, its conversational intent depends on context.
A lone 씇 does not tell you why it was sent.

fsymbols draws rare signs with its own fonts, so they show here even where your device has none. An app or website without such a font shows an empty box (□) or a question mark instead. Turn our fonts off to see each sign as your device draws it by itself: a box here means a box in your chats and documents too.
