What 쒸 means
It is a syllable block, not a word with a fixed meaning.
On a two-set Hangul keyboard, a Korean input method builds it from ㅆ followed by ㅟ, joining the two inputs into one syllable block.
Hangul's first recorded notice is dated 1443; the 1446 Hunminjeongeum, a guide to the script, explains a system created to write Korean speech and how sound components form syllable blocks. 쒸 follows that pattern.
Can 쒸 be vulgar?
Only in a larger spelling; alone, it is not a swear word.
The National Institute of Korean Language's 2011 youth-language survey lists 쒸발 and 쒸팔 among vulgar or slang spellings. The social risk belongs to those full forms, not the isolated syllable.
If someone sends only 쒸, read the surrounding Korean before deciding what they mean; the syllable alone cannot tell you which word was intended.
Its tone depends on the Korean word containing it; alone, it is not a clear insult.
Don't treat bare 쒸 as profanity; read the full Korean word.
