What 톲 means
Read it as a Korean syllable in context.
톲 combines an opening consonant, a vowel and a two-consonant ending. Unicode also stores it as three separate Hangul letters, 톲; normalization makes that sequence and the block compare as equivalent.
Hangul was created in 1443 to make Korean easier to write than with Chinese characters; a 1446 guide explained it. It spread through religious and practical books, became Korea's official national writing system in 1894, and lost that status under Japanese rule in 1910. This is the history of Hangul, not the first appearance of this block.
