What 튍 means
It is a Hangul syllable block, not a complete word by itself.
The block combines ㅌ as its opening consonant, ㅟ as its vowel, and ㄾ as a closing consonant cluster. A Korean word or name gives the syllable its context.
Unicode's label “Twilt” is built from those component names; it describes the character's construction rather than translating a Korean word.
Hangul joins its letters into syllable blocks
Hangul's creation and formal explanation are dated to 1443 and 1446, respectively. It was designed as a practical way to write Korean speech without relying only on Chinese characters, and later appeared in translations, practical books, religious works, and literature.
A syllable can be stored as one precomposed character (one encoded block) or as conjoining jamo (individual Hangul letters arranged into a block). Unicode normalization, which standardizes equivalent text sequences, and font shaping can change the stored sequence while displaying the same syllable.
