What 율 means
The full word decides. In Korean words built from Chinese-character roots, 율 can stand for 律 (“law” or “rule”) or 率 (“rate”), as in 비율 (“ratio”).
Hangul was devised in 1443 and explained in 1446. Idu, Gugyeol, and Hyangchal adapted Chinese characters to write Korean. Hangul later served Buddhist, Confucian, practical, and legal writing; Korea made it official in 1894.
Is it 율 or 률?
Both spellings are correct in the right words.
Use 율 after a vowel or a syllable ending in ㄴ; use 률 after syllables ending in another consonant. So 비율 and 출산율, but 합격률 and 취업률: the preceding ending changes the spelling, not the meaning.

1Why does 율 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
