What 〩 means
It means nine in Suzhou commercial notation.
The system adapted Chinese counting-rod notation, number writing with rod-like strokes, for handwritten prices and accounts. It may have originated in Song China and later spread through bookkeeping under the Ming and Qing dynasties and the Republican era. In multi-digit figures, forms for one through three switch between horizontal and vertical according to place. A 2022 report shows examples in Hong Kong markets, restaurant listings, minibus fare charts, and invoices.
