What 〸 means
Ten in the Suzhou numerals.
Huama, written 花码 in Chinese, grew from counting-rod numerals: small rods arranged on a board to show quantities. Its use in trade is traced from the Song dynasty to the early 20th century. In commercial records, the accompanying unit helps identify the amount represented by a numeral string. Unicode 17.0 says it cannot trace the “Hangzhou” label; historical references call the set Suzhou numerals.

1Why does 〸 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
