What ꧑ means
Read it as one in a Javanese number.
Javanese has its own written numerals. In speech, one is siji in ngoko (everyday speech) and satunggal in krama (polite speech). Those spoken words vary with register; the digit still means one.
How did Javanese numerals develop?
They belong to a script tradition that developed over centuries.
The Javanese script descends from Brahmi, an ancient writing system from South Asia. Kawi, a historical script used for Old Javanese, developed through regional forms into later Javanese and Balinese scripts. Central Java inscriptions dated 743 CE and 787 CE document early written Old Javanese, placing the tradition in the eighth century.
Javanese manuscript colophons (notes at a manuscript's end) use numerals in dates, including the day, month, and year; a page number may stand alone when context is clear. The script's public role later shifted: Bahasa Indonesia became Indonesia's national language in 1928, and Javanese writing remained in current use in Java until about 1945.
Literal and script-specific: it writes a number in Javanese text.

1Why does ꧑ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
