What ꧈ means
A comma-like mark in Javanese writing. Unicode calls it a danda mark; the separate doubled form ꧉, pada lungsi, marks a stronger stop.
A Unicode description from 1997 records ꧈ at verse-line and sentence-part endings. Javanese script descends from Kawi, an older script in the ancient South Asian Brahmi tradition, used from the 8th to 16th centuries for Old Javanese and other languages. Those dates describe the writing tradition, not this sign.
Neutral punctuation in Javanese writing; elsewhere it reads as intentional Javanese styling.
Use an ordinary comma in English prose.

1Why does ꧈ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
