The short u vowel in Kannada.

The Kannada u letter ಉ is an independent vowel: it can begin a syllable or word. Kannada is an abugida, a writing system where consonants normally carry an unwritten default vowel. After a consonant, short u is written with the dependent vowel sign ು, as in ಕು.

The Halmidi inscription, a stone record of a village donation, is commonly treated as the oldest surviving Kannada inscription and dated around 450 CE; older candidates have been proposed. That dates surviving Kannada writing, not the first appearance of this exact vowel. Kannada script developed through regional forms descended from Southern Brahmi, as its use grew from public records into literature.

Use Kannada Phonetic or Kannada INSCRIPT.

On Windows, Kannada Phonetic treats typed u as transliteration and offers Kannada suggestions; choose ಉ. Kannada INSCRIPT assigns ಉ to G on a US keyboard. The first method turns Latin-letter input into suggestions; the second follows a fixed key map.

Why does ಉ resemble Telugu letters?

The scripts share ancestors, but each is distinct.

Kannada and Telugu developed from shared ancestors, but they are separate scripts. Kannada is also used to write languages such as Tulu. Check the surrounding letters to identify the script; a typeface can change the outline of a single letter.
