What 𘯒 means

Its isolated reading is unknown. The inscription cannot tell whether it stands for a word or a sound.

Khitan Small Script took shape in the 10th century to write Khitan. It combined word signs with sound signs, drawing on Chinese characters and Uyghur writing. Liao officials used it for memorials and state business; use continued under the Jin dynasty.
