What 𘲉 means
Its reconstructed reading is ca.
Khitan specialist Daniel Kane lists it as a sound value, not an English translation. Phonetic signs usually group with other signs to write a word, so this glyph alone does not give the whole reading.
When was Khitan small script created?
Around AD 925, to write the Khitan language.
Yelü Diela devised it in the Liao dynasty, the Khitan-led state. Scholars link its character forms to Chinese writing and its phonetic design to Uyghur writing. Yingzhe Wu and András Róna-Tas date the earliest known datable text to AD 1053. Examples appear chiefly in stone memorial inscriptions, as well as on monuments, mirrors, and other objects. Use continued into the Jin period, until the court abolished the Khitan scripts in AD 1191. Jurchen script makers later modeled their large and small scripts on Khitan.

Questions people ask
1Why does 𘲉 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
