What ៥ means
It represents the number five in Khmer. The spoken Khmer word for five is ប្រាំ, romanized pram.
In a reply to a number question, it gives the value five; the earlier message supplies what is counted.
How did Khmer numerals develop?
They grew within an older writing tradition. Khmer script descends from Brahmi, an ancient Indian script, through Pallava, a script used in southern India. Inscriptions from Khmer areas record numerals by the early seventh century, but they do not date the exact shape ៥.
In Old Khmer, an earlier form of the language, number words grouped amounts around five and twenty; records list temple duties and revenues. Modern written numerals use decimal place value.

1Why does ៥ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
