What ៤ means
Khmer writing developed from southern India's Brahmi script through regional forms.
The exact stages are unsettled. Cambodia's earliest cited decimal record is a stone pillar inscription at Sambaur, dated 683 CE. Inscriptions used numbers for dates, temple supplies, levies and property accounts.
Thai and Lao scripts also belong to the wider Brahmi-derived family, each with its own digit forms. In a longer number, position gives ៤ its scale.
