What ៏ means
It marks a one-letter word, not a final consonant.
Type it after the consonant, or after the vowel if one is written; Khmer shaping then puts it above the base. It never stands alone. The contrast helps: ៎ Kakabat marks an exclamation, while ៑ Viriam kills the built-in vowel.
In speech it can add stress to a short command; a 2016 description of Khmer spelling notes that stressed use and says it is often left unwritten. Unicode encoded the sign in 1999, which dates computer support, not the mark itself.

1Why does ៏ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
