What ។ means
It marks the end of a Khmer sentence. Khmer punctuation also has a mark for closing a chapter or a whole text, and Khmer writing borrows some Western punctuation too.
Punctuation is old in Khmer: a 12th-century Old Khmer inscription already uses dots and decorative flourishes, and manuscripts from 1843–1868 show a range of marks. Khan belongs to the wider danda tradition, the sentence- and section-ending strokes of scripts from India. Those early dots alone do not date the exact shape used today.

1Why does ។ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
