What ⎩ means
It is the bottom of a tall left curly brace. Older math fonts used separate pieces to enclose formulas spanning several lines.
Why does ⎩ look unfinished?
A tall brace takes several pieces. Its top, middle and bottom join; extra vertical pieces can lengthen it. Math typesetting software usually sizes the whole delimiter.

Questions people ask
1Why does ⎩ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
