What ꓐ means
It begins a Lisu syllable with b.
Its built-in ah vowel remains unless another vowel letter follows; tone marks after a syllable show its pitch.
Work began around 1914–1915, when Sara Ba Thaw, a Karen preacher from Myanmar, adapted Latin capitals. James Fraser and Lisu Christian clergy revised the script; a handwritten form is documented in 1917. A Pinyin-based Latin-letter alternative developed in China in 1956–1958, especially for non-Christian use; Fraser writing became standard in Lisu autonomous areas by 1983. Its tone marks draw on Burmese punctuation.

1Why does ꓐ show as a box on some devices?
Not every system ships a font for the Lisu block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
