What ꓆ means
It is a lookup key in Yi dictionaries. The standard Yi script has over a thousand syllable characters, each written as a whole. To find one in a dictionary, you look under a radical: a shared component of its shape. ꓆ is one of 55 such radicals. Its name, “ke”, comes from a syllable it is associated with; it is not a translation of the mark.
The script it serves is standardized Liangshan Yi, devised in 1974 and officially adopted in 1980 for the Nuosu language of Sichuan. It is taught in schools and printed in books and signs there. Radicals like ꓆ appear in dictionary indexes and character tables, not in ordinary running text.

2Can I use ꓆ as a pause or divider symbol?
You can, but it is a Yi character, so screen readers and search treat it as Yi. For a pause, use ; for a double line, ‖.
Why does ꓆ show as a box?
Your font lacks Yi. Windows includes Microsoft Yi Baiti, and the free Noto Sans Yi covers it on other systems.
