What ꓟ means
It represents the m sound in the Lisu language.
In Old Lisu, also called the Fraser script, a consonant carries an unwritten vowel roughly like the “a” in “father” unless an explicit vowel follows. When used, a tone letter comes after the whole syllable.
Old Lisu letter shapes draw on Latin capitals. Ba Thaw, a Christian preacher from the Karen community in Myanmar, developed the script between 1908 and 1914; British missionary James Outram Fraser and Lisu pastors later revised it. Early Lisu books included the Gospel of Mark, a Bible book, and a catechism, a guide to Christian teaching. In China, a pinyin-based New Lisu script developed in 1956–1958 and was especially used by non-Christian readers; Old Lisu stayed closely tied to Christian Lisu communities across China, Myanmar, Thailand, and India. Old Lisu has no uppercase or lowercase forms.

1Why does ꓟ show as a box on some devices?
Not every system ships a font for the Lisu block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
