What 𝜜 means
It distinguishes a mathematical alpha from its plain form.
In mathematical notation, bold and italic letters can carry separate identities instead of acting as font decoration. Physics and engineering texts sometimes use bold symbols for vectors, but that convention does not give this alpha a fixed value; the author's definitions do.
By 1999, scientific and technical publishers already used styled Latin and Greek alphabets. The Unicode proposal from that year sought a complete set so plain text and web documents could preserve these distinctions. Unicode advises against using mathematical alphabets just to style ordinary prose.
