What 𝒋 means
It is a distinct math symbol; its formula supplies the meaning.
Mathematical writing uses letter styles to keep symbols distinct: plain j and bold italic j can stand for different things. The style alone does not tell you what 𝒋 represents, so look for its definition in the equation or nearby text.
In 2000, mathematical and technical publishers already used multiple styled alphabets. The STIX project—a publisher effort to build shared scientific and technical fonts—helped develop a Unicode proposal to make a fuller mathematical symbol set easier to exchange and preserve in plain text. The proposal encoded styles already in use; it did not assign this particular j a universal definition.
Does 𝒋 look the same in every math font?
No; its outline can vary while its mathematical identity stays the same.
Unicode encodes the mathematical alphabet distinction, but its chart drawings are not required font designs. Math fonts may draw the j differently; the letter and its style alphabet should remain distinguishable.

2Questions people ask
1Why did bold italic j turn into plain j?
When software applies NFKC or NFKD text normalization, it folds mathematical letter styles to their base Latin or Greek letters; in this case, 𝒋 becomes j.
