What 𑘂 means
It is Modi’s independent letter for the i vowel.
Use 𑘂 when the i vowel starts a syllable. After a consonant, Modi uses a dependent vowel sign, 𑘱. The distinct letter 𑘃 is named Modi Letter II, but historical spelling does not consistently signal a longer i sound.
Modi is a cursive script in the Nagari family, a group of related scripts, shaped for rapid, continuous writing. It carried Marathi correspondence and administration, including revenue, land and court records; Balbodh, a Marathi form of Devanagari, served much literary and sacred writing. Modi use is attested by the 15th century. Origin traditions credit Hemadri Pandit or Balaji Avaji. As Devanagari gained prominence in the early 20th century, Modi receded from routine use; its later role included reading archival records and teaching the script.

1Why does 𑘂 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
