What ˮ means
Its reading depends on the language.
In Tundra Nenets, ˮ pairs with ʼ. After 1937, as Nenets writing shifted to Cyrillic (a script used by many languages), one apostrophe temporarily represented both glottal-stop forms. From 1956, ˮ and ʼ marked different word forms even when pronounced alike.
